ENAIRE, Spain’s air navigation service provider, has appointed Juan Ángel Treceño, Major General of the Air and Space Force, as Director of Civil-Military Coordination.

Juan Ángel Treceño, who completed the Military Staff course of the Armed Forces and holds a Master’s in Strategic Studies from the Air University (United States), is a military transport pilot who has flown more than 2,500 hours on transport planes.

He has served in the Planning Division of the Air Force Staff, the Office of the Chief of Staff of the Air and Space Force, the Personnel Command as Head of the Support Division, and on the European Union Military Staff (Brussels).

During his time at the European Union Staff, he was a representative of the European Union Military Committee for the implementation of the Single European Sky, and the training activities coordinator for the implementation of the African Peace and Security Architecture, as part of the cooperation programme between the European Union and the African Union.

In the first half of 2013, he was deployed to the headquarters of Operation ISAF in Kabul, forming part of the team to give control of the aeronautical organization and infrastructure back to Afghan authorities.

In May 2014, he was appointed head of the Military Aerodrome de León, director of the Basic Training Air Force Academy and military commander of the Asturias Airport.

As a general, he has been the head of the Office of the Chief of Staff of the Air and Space Force, head of Information and Communication Systems of the Armed Forces, advisor to the Air Force Chief of Staff and head of the General Air Command, as well as secretary of the Senior Council of the Air and Space Force, a position he held alongside other tasks from February 2021 until March 2022.

He has represented Spain in various international working groups, such as the Air Reconnaissance WG, the NATO Geographic Conference and the NATO Air Force Armament Group: Joint Capability Group Intelligence, Surveillance and Reconnaissance (JCGISR).

General Treceño is the recipient of numerous national and international decorations.

Enhancing channels of communication with the Army

The appointment of General Treceño took place as a result of the retirement of the former Director of Civil-Military Coordination, Manuel Gimeno Araguez, Major General of the Air and Space Force.

ENAIRE created the Civil-Military Coordination Department three years ago to reinforce communication channels in all areas with the Air and Space Force.

Over these years, mutual knowledge between ENAIRE and the Air and Space Force has increased, as has the trust between the two organisations.

As concerns operations, this Civil-Military Coordination has laid the foundations for the effective application of the flexible use of airspace. This has made it possible to use Spanish airspace more efficiently, improve the coordination of military exercises and operations, and reinforced the utilisation capacity of civil aviation.

Similarly, the experience of this Civil-Military Coordination has been shared with the European Network Manager, EUROCONTROL, and with other countries around us.

The Civil-Military Coordination Division has consolidated its position in ENAIRE’s structure, facilitating cooperation in the present and preparing for new challenges in the future, such as drones and space operations.
